Estonia Launches New Open Government Action Plan for 2025–2029

Estonia has officially introduced its Open Government Partnership (OGP) Action Plan for 2025–2029, outlining a new phase of reforms aimed at strengthening transparency, citizen participation, and evidence-based policymaking.

Tallinn, January 2026 — Estonia has officially introduced its Open Government Partnership (OGP) Action Plan for 2025–2029, outlining a new phase of reforms aimed at strengthening transparency, citizen participation, and evidence-based policymaking.

The new plan, adopted as Estonia's seventh national OGP action plan, includes six key commitments designed to modernize governance and improve cooperation between public institutions and civil society.

At its core, the strategy focuses on two major priorities: developing skills for open governance and building the infrastructure needed to support inclusive policymaking.

The action plan places strong emphasis on improving how citizens and stakeholders are involved in decision-making. Estonia aims to expand co-creation practices, enabling more meaningful public input into government policies. This includes training public officials, strengthening cooperation mechanisms, and enhancing the role of multi-stakeholder platforms.

The government also plans to invest in innovation by promoting data-driven policymaking and supporting tools that help design and test public policies more effectively. These efforts build on previous reforms that introduced experimental approaches and digital solutions in governance.

A key feature of the 2025–2029 plan is the development of long-term systems that make openness sustainable. This includes improving institutional frameworks, upgrading digital tools, and ensuring that public sector organizations have the capacity to implement open government principles in practice.

The action plan also highlights the importance of collaboration between government and civil society organizations, which play a central role in both designing and monitoring reforms.

Estonia has been a member of the Open Government Partnership since 2011 and is widely recognized for its digital governance leadership. Previous action plans advanced transparency, public participation, and evidence-based decision-making, although challenges remained in ensuring consistent engagement and timely feedback to stakeholders.

The new plan seeks to address these gaps by expanding participation, improving coordination, and making policymaking more inclusive and responsive.

With the launch of the 2025–2029 action plan, Estonia aims to position itself at the forefront of open government innovation. By investing in both people and systems, the country intends to ensure that transparency and public engagement are not only principles, but standard practices across government.

The implementation phase is now underway, with progress to be monitored jointly by government institutions and civil society partners in the coming years.
