The Eurasia Policy Institute is a Tallinn-based independent think tank dedicated to advancing evidence-based policy on governance, security, and economic development across Eastern Europe, the South Caucasus, and Central Asia.
EPI was founded on the conviction that durable policy change requires both rigorous independent research and sustained dialogue between those who study policy and those who make it.
We work across the full spectrum of Eurasian policy — from democratic governance and institutional reform to geopolitical security, economic connectivity, and digital transformation — providing analysis that is independent, evidence-based, and oriented toward practical impact.
"Independent analysis is not a luxury — it is a precondition for sound policy in a complex and rapidly changing region."
